Intergovernmental Affairs

(a) The committee shall have 11 members, with jurisdiction over:

  • (1) counties and municipalities, including their creation, organization, boundaries, powers, government, and finance, and the compensation and duties of their officers and employees;
  • (2) establishing districts for the election of governing bodies of counties and municipalities;
  • (3) home-rule municipalities, their relationship to the state, and their powers, authority, and limitations;
  • (4) the creation or change of metropolitan areas and the form of government under which those areas operate;
  • (5) problems and issues particularly affecting metropolitan areas of the state;
  • (6) regional councils of governments;
  • (7) multicounty boards or commissions;
  • (8) relationships or contracts between units of local government;
  • (9) other units of local government not otherwise assigned by these rules to other standing committees;
  • (10) land use regulation by counties and municipalities;
  • (11) the relations between the State of Texas and other nations, other than matters related to trade relations and international trade zones;
  • (12) the relations between the State of Texas and the federal government, other than matters involving defense, emergency preparedness, and veterans issues;
  • (13) the relations between the State of Texas and other states of the United States; and
  • (14) the following state agencies: the Office of State-Federal Relations, the Commission on Jail Standards, the Texas Department of Housing and Community Affairs, and the Texas Commission on Fire Protection.

(b) The committee has two permanent standing subcommittees:

  • (1) a subcommittee on County and Regional Government, to consider all matters relating to:
    • (A) counties, including their creation, organization, boundaries, powers, government, and finance, and the compensation and duties of their officers and employees;
    • (B) establishing districts for the election of governing bodies of counties;
    • (C) regional councils of governments;
    • (D) multicounty boards or commissions;
    • (E) relationships or contracts between counties;
    • (F) other units of local government not otherwise assigned by these rules to other standing committees; and
    • (G) land use regulation by counties; and
  • (2) a subcommittee on State-Federal Relations, to consider all matters relating to:
    • (A) the relations between the State of Texas and other nations, other than matters related to trade relations and international trade zones;
    • (B) the relations between the State of Texas and the federal government, other than matters involving defense, emergency preparedness, and veterans issues; and
    • (C) the relations between the State of Texas and other states of the United States
