Committee Director

Texas State Representative James Frank, Chairman of the House Committee on Human Services, is
seeking a Committee Director. The Committee Director will manage and oversee operations of the
Human Services Committee and will develop and shepherd Chairman Frank’s human services-related
legislative agenda. The ideal candidate will have strong public policy research skills and experience
guiding policy through the legislative process. Salary will be commensurate with experience and ability.

Responsibilities
• Develop and oversee Chairman Frank’s bill portfolio relating to healthcare and child welfare.
• Plan and execute committee hearings and formal meetings.
• Craft the committee reports, the interim report, and other outputs.
• Analyze bills referred to the committee to prepare the Chairman and committee members.
• Research current issues relevant to the committee and advise the Chairman accordingly.
• Initiate and sustain relationships with internal and external stakeholders. 

Qualifications
• Substantial experience in the Texas Legislature and/or public policy research.
• Ability to handle a multitude of time-sensitive projects and tasks at once.
• Excellent organizational and time-management skills.
• Ability to analyze complex topics and summarize them succinctly.
• Ability to communicate on sensitive issues productively and professionally.
• Motivated by a strong affinity for public policy work.
• Expertise in healthcare or child welfare policy is preferred.

He is looking for someone who will be an integral member of his core team, regardless of the committee assignments of the 89th Legislative Session.
