Biography

State Representative Joanne Shofner proudly serves House District 11 in the Texas House of Representatives, representing the people of Nacogdoches, Henderson, Panola, Shelby, Sabine, and Newton Counties. A seventh-generation Texan, Representative Shofner embodies the district’s deeply held values of faith, family, freedom, and service. She is committed to being a strong voice for rural Texas and an advocate for the communities she represents.

For the 89th Legislative Session, Representative Shofner was appointed to serve on the House Committees on Higher Education and Public Health. In her first term, she passed a landmark piece of legislation, House Bill 25, which advances medical freedom by allowing over-the-counter access to Ivermectin, a Nobel Prize–winning anti-parasitic medication. House Bill 25 was a Governor and Speaker priority legislative item which both leaders entrusted Representative Shofner to pass during the 89th Legislature.

Representative Shofner’s leadership has earned her recognition as a Strong Border Champion by Texans for Strong Borders, Legislative MVP by Texans for Vaccine Choice, and a Top 5 Conservative Member of the House by the Young Conservatives of Texas.

Guided by her multi-generational values of God, family, and service, Representative Shofner continues her family’s legacy of faith-based community leadership. She and her husband, David, cherish time spent with their blended family of seven children, their spouses, and six grandchildren.
