Payroll/Personnel Department

HUMAN RESOURCE SPECIALIST II

SUMMARY

Provides general administrative support and customer service for the Payroll/Personnel department. All work performed under the direct supervision of the Payroll/Personnel manager in the Payroll/Personnel department.

ESSENTIAL JOB DUTIES

  • Serves as the first point of contact providing human resource customer service for all incoming employees and interns.
  • Creates and distributes parking passes to staff and maintains the House parking system.
  • Intakes and processes all new employee hire forms; creates personnel & benefit files and distributes completed forms to human resource staff.
  • Receives, reviews, and submits new paid intern forms for approval and updates relevant spreadsheets to match internal ID badge system.
  • Maintains employee identification card system and files.
  • Creates new hire packets and maintains stock levels.
  • Prepares, edits, and distributes correspondence, forms, and various reference documents.
  • Performs backup assistance to human resource department and agency staff, as needed.
  • Maintains strict confidentiality regarding benefits, payroll, and human resource matters.
  • Maintains general office supplies, forms, and publications at the front desk for the human resource department.
  • Opens, sorts, and distributes incoming mail; prepares mail-outs and processes outgoing mail.
  • Answers incoming calls and routes them to the appropriate human resource staff.
  • Performs related work as assigned.

EDUCATION & EXPERIENCE

Experience in administrative support work. Graduation from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field is preferred. Experience and education may be substituted for one another.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of office practices and administrative procedures; business grammar, syntax, and spelling. Knowledge of records administration techniques and procedures. Ability to prepare and maintain records, files, and reports. Ability to maintain an elevated level of integrity and confidentiality. Ability to multi-task and demonstrate a strong attention to detail. Positive and personable with strong people skills. Ability to demonstrate teamwork, dependability, adaptability, and problem-solving skills. Proficiency in the use of a computer, applicable software, and desktop applications. General knowledge of state government policies and procedures preferred, but not required. Applicant must also be able to communicate effectively and professionally with members, staff, and the public. Must be able to work in fast-paced and rapidly changing environment. Must be able to meet strict deadlines and have the flexibility to work extended hours and weekends as required. Must adhere to department dress code and demonstrate the ability to follow all policies and procedures as set forth in the Personnel Manual of Policies & Procedures.

GENERAL SALARY INFORMATION:

SALARY RANGE: State salary group B18. Salary will be determined by experience and qualifications.
