State Rep. Shawn Thierry Introduces “Red Cap” Bill: Distinctive Packaging of Prescription Opioids  print page

Austin, Texas: On Monday, December 17, 2018, Representative Shawn Thierry took a major step forward in tackling the state’s opioid crisis by filing her “Red Cap Bill”, requiring all opioid prescriptions to be sealed in easily identifiable "red capped" bottles. The bill is the first of its kind to be filed in the state of Texas.

“These distinctive red caps will serve as a clear notice to Texans that opioids are unlike milder forms of prescription pain relievers and have life-altering risks that must be considered before taking them. Proper identification and storage of opioids will help eliminate accidental use and abuse leading to addiction and fatalities,” stated Representative Thierry.
The recent findings of the House Select Committee on Opioids and Substance Abuse underscore the need for swift legislative action related to addressing the increase of opioid prescriptions in Texas. In 2015 alone, Texas providers wrote 15.9 million opioid prescriptions. In 2017, accidental overdose deaths reached a record high in Texas, as two-thirds of calls to the Texas Poison Center Network were made for commonly prescribed opioids.

"I drafted House Bill 536 to ensure that the Texas legislature better warns its residents on the dangers of taking and misusing opioids. Losing a loved one to an opioid overdose is a tragedy that far too many Texas families experience. I’m ready to work with my colleagues on a bi-partisan basis to solve this epidemic with reasonable, smart, and effective solutions, such as the ‘Red Cap’ law,” remarked Rep. Thierry.
