AUSTIN –Representative Rick Miller moved to concur with Senate Amendments to House Bill 931 (HB 931) late Sunday night and passed a much anticipated hike and bike bill. HB 931 is the culmination of nearly six years of negotiations and collaborations with stakeholders.

Currently the City of Houston is the only municipality that has the ability to utilize the easements of utilities for hike and bike trails. However, with the passage of HB 931, all municipalities across the state of Texas will be able to benefit like the City of Houston.

“Public hike and bike trails provide many community benefits including supplementing transportation infrastructure, reducing congestion, connecting communities, and encouraging a healthy lifestyles. By using an electric utility’s property, miles of public hike and bike trails can be constructed,” said Representative Miller.

Upon the approval of the Governor, HB 931 will become effective September 1, 2017.

Representative Rick Miller is a decorated military veteran, having served in the United States Navy for thirty years. Miller was first elected in 2012 and currently serves on the House Appropriations Committee and the House Human Services Committee. He represents the communities of Sugar Land and part of Richmond in Texas House District 26.
