REP. LUCIO III FILES BILL THAT WOULD LEAD TO CREATION OF CAMERON COUNTY HEALTHCARE DISTRICT
Rep. Eddie Lucio III filed legislation today that would lead to the creation of a Cameron County Healthcare District. Section 9, Article IX of the Texas Constitution allows the legislature to provide, create, establish, maintain, and manage the operation of healthcare districts. It also allows healthcare districts to provide medical and hospital care to those within the hospital district. House Bill 4182 would allow this process to begin in Cameron County. With H.B. 4182, an election on a healthcare district must be ordered if the Commissioner’s Court receives a petition signed by at least 100 registered voters.
“This bill gives Cameron County the choice to create a healthcare district,” Rep. Lucio said. “It is important that our voters have their voices heard and this bill gives them a chance to do that. The district would help families in the Rio Grande Valley.”
H.B. 4182 would pave the way for covering Cameron County’s healthcare needs and providing resources required to support a medical school. The bill also has the potential of creating thousands of jobs for Cameron County.
“With a healthcare district, insured and uninsured citizens of Cameron County will receive the help they need,” Rep. Lucio said. “In the long-term, making Cameron County a healthcare district would benefit our community immensely.”
If voted as a healthcare district, Cameron County would then have the power to issue general obligation and revenue bonds, and to impose property taxes annually at a rate not to exceed 25 cents per $100 valuation of all taxable property in the district. Cameron County would also be able to exercise the power of eminent domain to acquire property if necessary.
