Open Carry Gaining Steam with New Joint Authors
United States Constitution, Amendment II: "A well-regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed."
Texas Constitution, Article 1,Section 23: "Every citizen shall have the right to keep and bear arms in the lawful defense of himself or the State; but the legislature shall have power by law to regulate the wearing of arms with a view to prevent crime."
State Representative James White is honored to have the support of a bi-partisan group of four joint authors for House Bill 164, which, if passed into law, would allow current and future holders of concealed carry permits to carry handguns openly in Texas. "I'm really humbled that this bi-partisan group of legislators from various parts of our great State ( Ryan Guillen from Rio Grande City; Dwayne Bohac of Houston; Jeff Leach from Plano; and freshman Dade Phelan of Beaumont) have decitjed to stand with me on the issue of constitutional rights for Texans," said Rep. White.
Currently, state law requires that individuals carrying handguns do so in a concealed manner. White's bill would change this requirement and also provide additional signage options to the existing 30.06 signage provision required under state law. The two main points of this legislation open the door for the future of gun rights and open carry in Texas. "It's simple," stated Rep. White, "At least 44 other states allow their citizens to make this choice and my colleagues and I believe that law abiding Texans that
have our State's CHL should have that choice as well."
Many 2nd Amendment advocacy groups and citizens have joined in support of HB 164. For example, Texas Carry supports and advocates for the issue of open carry in the Texas Legislature.
