Representative Jeff Leach Commends Federal Government Action to Support the “Healthy Texas Women” Program  print page

AUSTIN – Today, following the Trump Administration’s authorization of the Medicaid 1115 Waiver for the Healthy Texas Women Program, Representative Jeff Leach issued the following statement:

“Today’s historic announcement is a huge milestone in our state’s commitment to provide quality, comprehensive healthcare and family planning services for Texas women while, at the same time, vigorously protecting the sanctity of life. For years, Texas has provided these critical healthcare services without federal aid. With this decision, for the first time in recent history, the Lone Star State will be able work in partnership with the federal government to provide meaningful healthcare services to Texas women through our committed providers and their affiliates without supporting or undergirding the profiteering abortion industry in any form or fashion. Texas is pro-life — and this is something our citizens expect and deserve. Without question, today is a great day for Texas, and I sincerely thank President Trump and Governor Abbott for their leadership.”

Established by the Texas Legislature in 2013, the Healthy Texas Women (HTW) Program was designed to provide preventative healthcare and family planning services, including screenings and counseling, at no cost for eligible Texas women. Importantly, partners within the HTW Program are prohibited from performing or affiliating with a provider that performs or promotes elective abortions. Serving approximately 173,000 Texans per year, the HTW Program is funded by General Revenue in the state budget, and is a large part of the state’s comprehensive plan to address maternal mortality and morbidity. Today’s announcement authorizes the State of Texas to receive a 90/10 match for family planning services, including funding allocated through the Federal Medical Assistance Percentage for other women’s health services. The waiver is set to expire in 2024.

Since 2013, Representative Leach has served the people of House District 67, which encompasses portions of Plano, Allen, Richardson and Dallas in Collin County. Leach is the Chairman of the House Committee on Judiciary & Civil Jurisprudence and he serves on the House Committee on Pensions, Investments & Financial Services and the House Committee on Redistricting.
