Rep. Rhetta Andrews Bowers Passes Her First Bill, HB 2027, Which Will Make It Easier For Juvenile Youths And Their Families To Pursue A Second Chance At Life

Austin, TEXAS –On Tuesday, April 16th, State Representative Rhetta Andrews Bowers (113) passed House Bill 2027, her very first bill, in the Texas House of Representatives. During the vote, HB 2027 garnered 139 yeas, 1 nay and 2 present, not voting.

“After working for months through the campaign, the election and then through the first few months of Session, to finally pass my first bill in the Texas House of Representatives is truly a special feeling. I would like to thank my wonderful family, friends and everyone else who worked so hard to help me achieve this dream of becoming a State Representative. Next, I would like to thank my colleagues in the House for their constant encouragement and support of my work. Lastly, I would like to thank my amazing staff for all they do - each of them make me stand taller and stronger and for that matter - shine brighter – we truly are a family and I am forever reminded that I could not do this successfully without them.”

HB 2027 ensures that all youths exiting the juvenile justice system will have both the process and their eligibility to have their records sealed explained to them and their parent or custodian. In addition, a list of local resources that may assist the child in applying to have their record sealed, including attorneys, must be given to the child and the child's parent or custodian upon exit from the system.

“I am so proud to do my part in standing up for Texas juveniles and their families. By providing the resources and information needed to seal their records, House Bill 2027 will be a big help towards making sure that the youth in Texas are helped towards a better life! We should and we will be a second chance state!"

HB 2027 will take effect on September 1, 2019.
