Texas House of Representatives Passes Historic School Finance Reforms  print page

AUSTIN, Texas -- Yesterday, the Texas House of Representatives passed House Bill 3 (HB 3), which invests $9 billion in Texas classrooms, supports teacher quality, bolsters student success opportunities, reduces recapture and offers much-needed property tax relief. This historic legislation was passed overwhelmingly on a vote of 148-1.

Rep. Fierro said, "One of the main reasons I pursued the opportunity to serve in the Texas House was to focus on positive public education reforms --so it was a tremendous honor to be a co-sponsor of HB 3, a critical piece of legislation and a top priority for the Texas House this session."

HB 3 funds a pay raise for not only librarians and teachers, but it also appropriates an across- the-board pay raise for bus drivers, counselors, teachers and many others who work full-time at public schools.

"The legislation acknowledges that every full-time employee who touches a child's life through the public school system is appropriately rewarded and recognized and it is long overdue," stated Rep. Fierro.

In addition to offering across-the-board pay raises, the bill funds full-time pre-K programs and appropriates money to increase kindergarten readiness and offers incentives to extend the school year by up to 30 days to reinforce knowledge retention. Moreover, it provides incentives to districts to entice high-performing teachers to stressed and struggling schools, while providing $2.7 billion for crucial property tax relief for Texans."
