REPRESENTATIVE MICHELLE BECKLEY’S HB 1036 HEARD IN THE HOUSE COMMITTEE ON BUSINESS & INDUSTRY  print page

Representative Michelle Beckley (Carrollton) laid out her first bill this afternoon in the House Committee on Business & Industry. HB 1036 mandates that all real property transactions must disclose sales prices. Currently, Texas does not require the submittal of a property's sales price to the county of sale. The lack of disclosure makes assessing property values difficult for appraisal districts and means that Texas is potentially under-taxing commercial properties by over $5 billion per year.

“As property taxes are one of the most important issues to be discussed this session, it was important to me to file a bill that would help to create equity in the appraisal process and help to redistribute the burden between residential and commercial property in a fairer manner,” said Representative Beckley. “Texas needs to equitably update its revenue streams if education and healthcare are to receive adequate funding.”

Among those testifying in committee today in support of HB 1036 were Mayor Karen Hunt – City of Coppell, Brent South – Chief Appraiser, Hunt CAD, Marya Crigler – Chief Appraiser, Travis Central Appraisal District, Michael Amezquita – Bexar Appraisal District, Dick Lavine – Center for Public Policy Priorities and Steve Bassett – Chief Financial Officer, Ft. Bend ISD.

Representative Beckley represents House District 65, which includes Carrollton and Lewisville in Denton County. She serves on the House Committees for Business & Industry and Agriculture & Livestock.
