Local Councils of Government To Distribute CDBG-DR Funds for Buyouts/Acquisitions with State and Federal Oversight

(Austin, TX) – The federal government has appropriated a Community Development Block Grant for Disaster Recovery (CDBG-DR) to The Deep East Texas Council of Governments (DETCOG) and the Southeast Texas Regional Planning Commission (SETRPC) for the purposes of buyouts and acquisitions. The DETCOG grant will fund buyouts and acquisitions in Jasper, Newton, Polk, Tyler, Sabine, San Augustine, and San Jacinto counties. The SETRPC will direct its CDBG-DR funds for Hardin, Jefferson, and Orange counties.

To insure effectiveness, efficiency, and transparency, DETCOG and the SETRPC are working with our local elected officials, the US Department of Housing & Urban Development (HUD), and the Texas General Land Office (GLO). DETCOG, the SETRPC, and local elected officials will provide more information once the funding distribution is approved. Then our local governments may buyout or acquire eligible homes at a pre-storm or post-storm fair market value to move homeowners out of harm's way.

"I am thankful for the work that DETCOG and SETRPC are putting into developing a method of distribution that HUD and the GLO will consider. Additionally, I am extending my gratitude to Congressman Brian Babin for his advocacy on behalf of all Harvey survivors. This funding will substantially facilitate the rebuilding of our communities post Hurricane Harvey," said State Representative James White.

The GLO drafted a State Action Plan outlining the allocation of the CDBG-DR funds, which was published for public comment on April 10th. The public comment period ended May 1st and the GLO is now responding to all public comments received before sending the action plan back to HUD for final approval. Once approved, the DETCOG and SETRPC will be able to move forward on implementation of buyout and acquisition plans.
