Governor Abbott Signs Legislation Promoting Food Donations and Protecting Confidential Juvenile Records

Austin, TX - Governor Greg Abbott has signed two pieces of legislation by State Representative James White. House Bill 1050 seeks to provide individuals and non-profit organizations commonsense protections and safeguards from any criminal or civil penalties that may arise out of their charitable actions. "HB 1050 will allow the non-profit organizations and faith-based ministries to help their fellow brothers and sisters with wholesome food, without the potential of being frivolously sued in court," said Rep. White.

In addition, Governor Abbott signed Senate Bill 409 which protects confidential juvenile records by limiting access to non-criminal justice agencies. As the House sponsor of SB 409 (Sen. Rodriguez), Rep. White filed the companion bill, HB 1573, in the Texas House. This bill includes the recommendation of a blue-ribbon panel that examined the fingerprinting practices of the Juvenile Probation Departments. SB 409 limits accessing juvenile records only to the Texas Juvenile Justice Department and the Department of Family and Protective Services in circumstances in which the juvenile's case was handled through a pre-adjudication diversion or deferred prosecution, or when the charges were discharged, dropped, or found to be untrue. "I'm so glad the Governor has signed this legislation. It's a big win for Texas youth to ensure that the dissemination of records does not result in destroying a young person's future based on a minor youthful indiscretion. This is also a huge win for privacy," said Rep. White.
