State Representative Kyle Kacal Files Bill To Grant Franchise Tax Credits In Rural Texas Communities  print page

by: Rep. Kacal, Kyle

AUSTIN, TX –Today, State Representative Kyle Kacal filed HB 2420, to provide business tax relief for rural Texas towns in an effort to promote economic development. It is important that rural Texas towns have a voice in the larger conversation concerning the state’s franchise tax reforms. The bill would grant two years of franchise tax credits for new businesses that choose to open and invest in towns with populations fewer than 3,000. The amount of the tax credit would be determined by the amount the businesses pay in wages to full-time employees who are residents of Texas.

“This bill seeks to bring new businesses and full time jobs to our small Texas towns in an effort to attract them in ways we have not before, “Rep. Kacal stated. He continued, “Too often, rural Texas towns do not have the same resources and tools as larger cities to attract businesses to their communities and struggle to compete for basic industries. I realize that there are a number of proposals this session that reform the franchise tax and I am hopeful that legislators will remember to consider rural Texas in that debate."

Representative Kacal is a second term state legislator from College Station and represents Robertson, Falls, Limestone, and parts of Brazos and McLennan Counties.
