AUSTIN, TX—Channeling his experience as a former County Commissioner, State Representative
Matt Shaheen (Collin County) filed new legislation requiring the Texas County and District
Retirement System (TCDRS) board of trustees to be composed of six County Commissioner
members and three members of the public. HB 1397 stipulates that three members of the board be
selected from citizens at-large, appointed by the governor and confirmed by the Texas Senate. State
Representative Shaheen said, "The public must be allowed to provide input to this major state
retirement system tasked with handling the benefits of our state's county and district workforce."
The legislation also ensures fair-minded citizen advocacy by requiring that members of the public are
not employed by a government entity.
Representative Matt Shaheen resides in Plano, Texas and serves the citizens of District 66,
which encompasses west Plano and far north Dallas, in the Texas House of
Representatives. Previously, Representative Shaheen served for five years as a County
Commissioner for Precinct 1 of Collin County.
