MISSION TEXAS - State Representative Sergio Muñoz, Jr. is very pleased with the passage of Proposition #7, an efficiency measure that will allow certain cities to fill vacancies with a remaining term of 12 months or less by appointment rather than the costly special election process. Passage of the Constitutional amendment now allows Home Rule cities to amend their charters to allow for alternate procedures to fill vacancies that are within 12 months of expiration, including by the appointment process.

"This is a proposition that we were able to place on the ballot through a piece of legislation that I passed during the 2013 Legislative Session in Austin. Prop. 7 will greatly benefit the affected cities and candidates during these difficult financial times; to the voters, thank you for exercising your right to vote and approve Prop 7, and a special thanks to the City of Mission for bringing the issue to our attention," said Muñoz.

In effect, if the remaining term is less than 12 months, a city will have the option to fill the vacancy by appointment, rather than the costly process of going through two elections in a relatively short timeframe.
