THE TEXAS CAPITOL, AUSTIN - Leading a delegation from the City of Palmview to the Capital City, State Representative Sergio Muñoz, Jr., city leaders, and Agua Special Utility District Board members and managers were on hand to testify in support of a package of funding from the Texas Water Development Board that totaled $31.5 million. The Board unanimously adopted the measure which will be used to complete the most critical waste water and treatment components for Palmview and the surrounding area.

"Your action today will fund an Agua SUD project that will generate profound economic benefits for the City of Palmview and the surrounding area for generations to come," Muñoz told the Board. "Your action today will bring hope to an economically distressed area... it will improve the public health and safety and accommodate the infrastructure to lure commercial trade and industry to the area, and it will usher a new era of prosperity for the hard-working people that call Western Hidalgo County home," added Muñoz

Today's action totaled $31,510,000 for Agua SUD and consisted of a $1,845,000 loan and $365,000 in loan forgiveness from the Clean Water State Revolving Fund and a $29,300,000 grant from the Economically Distressed Areas Program (EDAP) to finance construction of a wastewater collection system to provide first time wastewater service to the eastern portion of the District’s service area.

Rep. Muñoz called the approved item a "game changer" for the Palmview community, and noted that the EDAP program in particular has been well worth the state's investment in it. During the 83rd Legislative session, Rep. Muñoz worked with Speaker Straus and his colleagues on the Appropriations Committee to revive EDAP funding when the whole program was in jeopardy. Muñoz' appointment to the Appropriations subcommittee that oversees the agency and the EDAP program was key to the funding and success of the project.

Representatives from the City of Palmview and Agua SUD were elated with the Water Board's action, with several making the trip to Austin to testify before the Board and witness the historic approval.

"On behalf of the City of Palmview, its citizens and business community, appreciation and gratitude goes out to the Texas Water Development Board, Agua Special Utility District, and State Representative Sergio Munoz, Jr. for all of their hard work and determination in ensuring that the proposed $31,510,000 grant became a reality," said Palmview City Manager Raymond Segovia. "Through their efforts, the City of Palmview in conjunction with the AGUA Special Utility District will develop a city wide sewage project which will benefit the surrounding community. This project and grant illustrates the benefit of collaboration between governmental entities and staff. The City of Palmview looks forward to developing this project and future collaboration between Agencies and State officials."

Mr. Mario Chapa, Agua SUD Board President, stated that “We appreciate the TWDB’s support for this project that will provide service to the only densely populated area in Texas that currently lacks sewer service.”

Mr. Eloy David Gonzalez, Vice President of the Agua SUD Board of Directors and initially appointed to the Board in 2008, said “I want to acknowledge TWDB’s close cooperation and support of Agua’s efforts to bring these services to the Palmview Community. The funding provided by the TWDB, together with $8 million in grant funding expected from NAD Bank, will allow Agua SUD to bring this project to fruition.”
