Representative Toni Rose's Bill to Immunize Youth in Juvenile Justice System Passes House  print page

Austin, Texas-- House Bill 1340 (HB 1340) passed The Texas House of Representatives in a vote held today. HB 1340 was authored by Representative Toni Rose in an effort to increase the vaccine percentage rate for Texas teens which is significant in the prevention, treatment and spread of disease. HB 1340 will help protect not only youth within the Juvenile Justice population but also those they come in contact with upon release by permitting youth ages 14 and older to consent for vaccines when a medical consent is on file.

Representative Rose authored this bill after speaking to physicians that provide medical care to the juvenile justice populations. HB 1340 received some opposition from the floor, but after receiving bi-partisan support from legislators, namely those in the medical profession, the bill passed with a vote of 71 to 61.

Physicians testifying on behalf of the bill reported how some parents become disengaged once their child has been incarcerated—HB 1340 will allow those youth to now be immunized. "House Bill 1340 is imperative to the health of Texas youth. Many were missing lifesaving vaccines because their parents were not present. This bill in no way takes parental rights away from those that are active in their child's life and well-being," said Representative Rose.

Representative Rose represents District 110, which includes Dallas, Balch Springs and Mesquite.
