AUSTIN – Today the Texas House of Representatives unanimously passed House Bill 1302 authored by Rep. Clardy. Otherwise known as "Justin's Law", HB 1302 places employment restrictions on certain violent sex offenders as well as tougher penalties on repeat offenders.

"Today is a great day for all Texans," said Representative Clardy. "This bill will help protect our children and punish those repeat offenders. I am proud to author this legislation which honors the memory of Justin Bloxom, the son of District 11 resident Amy Fletcher."

The bill is named after Justin M. Bloxom, a 12-year-old boy living in Stonewall, Louisiana who was killed three years ago. Authorities say the man accused in Justin’s death was a twice-convicted sex offender who used his leased taxi cab in his ruse to lure Justin away from a friend’s home. Justin’s body was discovered in a wooded area where the taxi cab had been seen earlier. The cause of death was asphyxiation.

House Bill 1302 prohibits sex offenders from holding jobs such as operators of amusement park rides, buses, taxi cabs, limousines, or any type of service work that would put them in another person’s home without supervision.

"Protecting our loved ones should be our number one priority. This bill will help ensure that violent sex offenders are kept out of reach of children," said Representative Clardy.

House Bill 1302 is now on its way to the Senate where Senator Robert Nichols will be sponsoring this important legislation. “I applaud Representative Clardy's work on ‘Justin’s Law’ and am proud to be carrying this bill in the Senate,” Nichols said. “If it helps to prevent even one child being hurt, it will be more than worth the effort.”

Rep. Clardy is currently serving his first term as the State Representative for House District 11, which includes Cherokee, Nacogdoches, and Rusk Counties. Clardy is a member of the Higher Education, Local & Consent Calendars, and Special Purpose Districts Committees.
