Bi-Partisan Initiative Would Jumpstart Alternative Fueling Infrastructure

(Austin, TX) - Representative John Otto (Dayton) has filed, and Representative Rafael Anchia (Dallas) has joint-authored, HB 1037, which creates incentives to encourage growth in the use of alternative fuel vehicles in Texas. The bill creates a program to provide funding to increase the number of fueling facilities for alternative fuel vehicles.

The program would allow up to 2% of the money in the Texas Emissions Reduction Plan (TERP) to be used to offset the cost of constructing, reconstructing and acquiring these facilities.

Referring to the bill, Representative Otto said, "We need to encourage the development of infrastructure that supports the use of alternative fuel vehicles." He continued, " We need to make it easier for people to purchase, and use, vehicles powered by natural gas, propane, electricity and other clean-burning fuels. I'm happy to have Rep. Anchia's support in taking a significant step in that direction."

Said Representative Anchia, "Alternative fuel vehicles can be a critical component in helping our cities clean up their air." He added, "Ensuring that our children and grandchildren have clean air to breathe cuts across party lines, and I'm very pleased to join Representative Otto in working for passage of this groundbreaking bill."


Representative Otto is Vice Chair of the Ways & Means committee and serves on the Appropriations Committee where he is Chair of the Subcommittee on Articles I, IV & V.

Representative Anchia is Vice Chair of the Pensions, Investments and Financial Services Committee, and serves on the Land & Resource Management Committee.
